Five sprints over nine months structured the work. Core team workshops were complemented by further stakeholder sessions. Decision-makers were involved through regular approvals.

A baseline and gap analysis led to prioritised measures. Resources and funding were aligned for implementation, alongside preparations for governance and oversight.
